Back in 2008, Samuel Moreno started his government as the major of Bogotá. Two years later, before the end of his term in office, his participation in a serious corruption case that left a financial loss of 1.100 million dollars was discovered. One year later, he was sen- tenced to 19 years in prison.
In 2011, when he was being investigated but had not yet been arrested, Moreno published an open letter addressed to citizens with a balance of his management: a clear attempt to cover up the figures of the money that was being stolen.
Being evident the imbalance of this information, I decided to compile all the available journalistic data that demonstrated the embezzlement of the money and wrote an open letter based on this information on behalf of bogotan citizens. This way, I aimed to balance half of the information that was being intentionally left out in his open letter.
For this I designed a publication that could be read in two different ways: people just had to turn the paper over to read Moreno’s letter (printed in gray colour) and then turn it over again to read the letter of the citizenship (printed in black colour) that counteracted his misinformation in the other direction. I printed some copies and distributed them throughout the city.
